I have a text messaging plan including picture messaging. I know it would take off of my plan if I receive a picture message, but would it charge extra to connect to receive it?

Yesterday I dropped my phone and its all scratched up. So its either fix the scratches or buy a new one. And buying a new one isnt really an option right now. Anyway, I have the Alltel LG LX 275 and its hot pink. Does anyone know the name of a certain nail polish color that would match it? I tried nail polish remover on it and it just made it sticky.
